With funds from the Economic Stability Plan launched in 2008 to try to mitigate the effects of the economic crisis, the city council undertook an in-depth refurbishment of the old Conde Duque barracks linked to a new plan for the building's uses and functions.

This action was part of the project for the areas of the building restored by the architect Carlos Riaño. The action achieved lighting that was functional, effective and integrated into the architecture, without neglecting the formal aspects, and combining the use of traditional luminaires with others of specific design and advanced technology.
